Banning in ranked games

I've had multiple encounters with not being able to ban a champ and there's no reason why i cant. There is no specific champion that i cant ban, its random. Then afterwords getting waiting queues and its really annoying and upsetting. Riot please fix this issue that i continue to encounter.
