Skin Booster in ARAM

I just entered a game of ARAM where someone purchased the skin boost for our team. We all got a skin except for one member who re-rolled after the boost was bought. Is this normal or just a bug? If normal, I would have thought all teammates get a skin no matter what champ they end up with.
