Yasuo no longer proc's Rageblade with Q

Hello, Last patch (5.22) Yasuo and Ezreal could add stacks to their rageblade with their Q's even if they missed because it counts as a basic attack, and this patch (5.23) they cannot. Was this intentional? I am only asking because it was not mentioned at all in the patch notes and I need to know if i need to abandon things that I thought were going to be useful.
