Unable to play, games are counting as leaving.

Every time I try to play a game on my account I can get through picks and bans, even the loading screen is fine. I will get into game and as soon as I hear "Welcome to Summoners Rift" All champions freeze as well as chat I can't buy anything or move and the reconnecting bar at the top comes up. I have tried waiting the whole game for it to connect and it did not, I tried leaving and rejoining same thing happens, I have repaired my client and it still happens. I have not seen any source of resolution for this yet on anyone else's posts so I am asking again. Also seeing as though this problem is not something I am doing leaving games because I want to is it possible to get the leaver penalty removed from my account?
