[Gameplay] "Awesome Buff of Awesomely Awesome Buffing" does not work on certain casts

While playing games U.R.F. as Shen, I have noticed that the cool-down-reduction buff does not always apply on his ultimate cast, Stand United.

As seen in the screenshot, though I have U.R.F. buff, my ult is on a 137 second cool-down, much longer than it should be with the buff.

This seems to occur only when I cast the spell after immediately respawning. It is most notable for me when playing Shen, as the teleport to your allies can help change the outcome of a teamfight. It has also happened on one account when casting summoner Teleport under the same circumstances.

Though U.R.F. mode is only a featured gamemode, I hope that fixes to small bugs like this will take place. Though a small detail, it can severely affect gameplay in such a high-paced mode.
