Why did I get a Free Skin instead of a Free Champ?

So can anyone please explain why I received a Mystery Skin (Crimson Elite Riven) instead of a Mystery Champ? The note said that I receive a skin instead of a champ because I already have all champs. The thing is, that is far from true. There are 9 champs I still do not have. All of which are Ekko, Kalista, Azir, Gnar, Vel'koz, Fiora, Yorick, Swain and Galio. I even wasted IP I was saving up for an additional rune page and bought the cheap champs I still did not have to minimize the randomness of the Mystery Champ and actually get one the newer ones I have been wanting.

basically, what they did, was if you had at least 90% of champions, they figured you'd like a skin rather than a champion. So there are lots of people who even though they didn't have all 126 champions, they got skins.

If you had fewer than 10 champions left to unlock, then you are ineligible to receive a mystery champion gift, so Riot gave you a skin instead.
