Snowday rewards
if you unlock an snowday skin reward from the snowdown event you can't select the chroma with out owning the normal snowday skin. i am not sure if this is intended or not.[sg-lux-2]

This is intended as the chroma is an add on to the skin. Once you but the skin you will have the chroma available to you.
Think of it like this:
Chromas are a dlc, you cannot play dlc without first owning the game it goes to.
