Leaverbuster countdown bug?

So, I DC from ranked game. My internet, Riot servers, idk.. Anyway, I reconnect to game and finish. After game I receive message that I have leader buster now, yada yada. ok fine. 20 MINUTES? I havent had to wait for leaver buster for a ver very long time and 20 minutes right off the bat? Harsh. but if thats the way it is, then so be it. So i wait for my first 20 minute queue with patient friends and after waiting the 20 minutes, the countdown disappears and I can restart queue via orange button. BAM. 20 minute counter starts over. Not cool riot. Has happened multiple times after restarting client.
