Cannot use chat in client

Ok so like 30% of the time my league doesn't like to work for no reason where I can't chat to friends or people within banning champions or in champion select. At the bottom it will say "Logging into chat" or something but it never does. Anyways I just tried to play in a ranked game but soon as everybody click in I noticed I couldn't see the chat since I couldn't connect to the chat because of the bug. I hadn't noticed it before I clicked into the game. So I was the last on the team so I could only fill the spot that the team needed. Note I can fill for any spot BUT absolutely not adc, I only own Kalista and am horrible. So of course the only spot I saw that was missing was an adc so I had no choice but to choose Kalista. In game I told everybody what had happened but they paid no attention to it, soon I found I was feeding and could absolutely not play the character which I never truly intended on playing. We surrendered at 20 and my entire team was scolding me for not knowing how to play adc even though I couldn't tell them in champion select that I can't play adc but anything else. Ultimately this bug led to me losing the ranked game and giving me a splitting headache. I had looked up in the past how to address this chat bug issue but the only thing I found was to change my computers time forward which I didn't understand how to do.

On another note I'm using internet explorer because the website will not display on some pages like it should on google chrome. Under "Board" it gives me a glitched page that is impossible to navigate. Also there is nearly no customer service I have experience whenever it is a ticketing system or a support line over the phone for this game which made it even harder to find support on my problem I've been experiencing.
