Smite Cooldown Bug

After using and when it is on cooldown blue lines streak out from the spell icon diagonally across the screen to the upper left corner. It will flash the entire time that smite is on CD and then as soon as it is ready again the lines go away. Super annoying and distracting when trying to jung. Am I the only one with this problem?
