Sightstone not refreshing

Recently I have played a couple of games and sightstone will not refresh charges when you base. I'll run out of wards, base to buy and it will not fill the charges. For the most part it seems to be fine after upgrading to either Ruby or Eye of the watchers. The problem starts happening after 1 or 2 backs after initially buying sightstone.

I don't know if any one else is seeing this issue but it just recently started happening to me.

Yup. I thought for a little while that it was specific to certain champs, but it doesn't seem to be the case now. Definitely has a big impact on me as a support main. I was surprised not to see anything about this in the patch notes.
