PATCH 8.19 FPS DROP

So i was playing 8.18 with a 140 fps and when i installed 8.19 i started with 60 fps and getting dropped every game.Now i just have 40 fps stable and at teamfights 20-30 what can i do to solve this

I'm having 30fps in teamfights too and 40 in laning phase even tho I have an old laptop but surely I had over 60-100fps before this patch.

its been like this for a couple of patches of me I just drop to 9 fps and I play league on low everything and uncapped fps

Specs ; CPU : i7 -7700hq RAM : 8GB GPU : GTX 1050

I have a good laptop yet still the lag and fps drops make me want to quit my ping is 53 and sometimes lower so optimization is the problem for sure . tried full repair yet nothing , tried fresh install aswell still nothing . even the Client lags .... Im getting sick of it
... riot please fix this .....
