Can't join que.

So I was in a queue for the Nemesis game mode. And we were in in champion select when someone dodged queue, so I tried to start another game and I couldn't because it said "Because you abandoned a recent game during champion selection or declined too many games, you are currently unable to join the queue". For 15 minuets.. That is absolutely ridiculous. Because someone else left the queue, now I have to wait 15 minuets. That is just straight up unacceptable.
