Alistar Passive is Broken [GAMEPLAY]

Alistar's passive does not seem to be stacking the way it is intended. The description says he gains a stack each time he CC's an enemy champion. I found in this game, however, that Alistar gained a stack when ever an enemy champion was hit by an ally spell, CC or no CC. The video in the link shows this pretty clearly, if you go full screen you can see the little icon gaining numbers when I was not interacting with any enemy champs. The stacks I noticed happened when Nidalee threw a spear and killed a minion, and then bard used his Q on Wukong and Braum.
