launcher/patcher issue

not sure what happened but ever since my last match that i played which was on 10/18 whenever i try to run the launcher to start the game nothing happens. i go into the task manager to see whats going on and it shows that all the programs are running but the launcher does not appear on the screen, i found out that if i click to run it again an error message will pop up saying that the launcher is already running would you like to terminate the instance and click ok the launcher would finally pop up or if i log off during the issue and log back on it would launch fine the next time i attempt it. i have run both the repair and uninstalled and reinstalled and nothing has worked. after the recent patch it seems to be working better except that when i first load up the launcher it causes my computer to freeze for about 10 seconds for some reason and i have no idea how to fix this, it only seems to be league that is having problems on my computer since everything started on the 18th of october. help would be greatly appreciated
