Warmog's Armor Passive Failed to Activate

I am sorry that I do not have any video or screenshots of this but I purchased Warmog's Armor and the passive would never activate, even after 30 seconds. I sold the one I had and purchased a new one but could not see if this solved the problem because the game ended before I could use the passive.

did you have more than 3000 health?

if so, then it must be a bug
