[GAMEPLAY] Vladimir Health in ARAM

This is a recurring error. If memory doesn't fail me, the only time this bug didn't happened was in 9.11.

Basically every time Vlad is in ARAM on the fountain and buys an item, because of his passive, he doesn't start with full health. This is a minor inconvenience, but still.

Steps to reproduce:

1 - Get Vlad on ARAM 2 - While on fountain (at the start of the game or after re-spawning) buy an item that affects his passive (either an AP item or an Health item) 3 - His passive and the fact that on ARAM the fountain doesn't heal makes it so that his health is not at 100%
