Lost champion and runes/ RAF punishment?

I heard that many people lost their champions, runes, and skins. Some people said it was a punishment for RAF bots but I don't know why I lost mine too because I don't refer any (non exist account) to get the rewards . Most of the champion I brought that I purchased was using my IP. Those IP I saved a long time one game by one game to buy the champion I want. However, Riot took more than ten champions and few skin from me. and more. After that I don't know why I got like 900 RP. Can anyone help? Lost 10 champions and skins to exchange for 900 RP! This is the worse thing that happened to me in LOL!
