Abandoned Game Debuff Error

So I queue for a hexakill. 10 out of 12 people accept so it is supposed to re-queue the 10 and kick the 2. Unfortunately the game can't re-queue me for some reason, it stalls for a while, then takes me to the home screen. After a couple of these attempts I get a debuff for 5 minutes because I "abandoned too many games".

Additionally, I'm losing and reconnecting to PvP chat. Not sure if this is related.

This has not ever been a problem for me until this patch. I have no other conflicting clients running in the background (torrent software, proxy routers, etc)

While this hasnt happen to me, my friend was experiencing this all day yesterday! its really annoying because there was nothing wrong on his end, not too many programs open just skype and league, but it kept happening to him. tried resetting client, and his computer but nothing! even when we finally went into a game it would be really laggy on his end, like much more lag than normal!
