Phantom Dancer Speed
The phantom dancer
is said to have a 12% speed buff when within 500 range of an enemy champion. However, it doesn't, it has a 12 speed buff.
flat 12 increase, not 12%
I went from 390 ms to 402 ms

Hmm, I wonder if the system views that 12% as .12 x 100 rather than .12 x 390. In that case, it's probably a flagging error OR Riot meant for it to be a +12 MS buff and worded that portion inaccurately.
Interesting. I'm going to test this myself, but I'm fairly certain I can confirm this. Spaghetti/mistake coding OP.
That could be due to move speed limitations rather than just a flat 12, but before posting something like this you should test it in a custom. Once you get above people in movespeed by a reasonable margin, your real move speed gets reduced by some kind of formula.

that movespeed reduction is far above the 400 area

The first soft cap is at 415
If you have 390 ms and then get a 12% ms boost you should get 432 ms
390 x 1.12 = 436.8 436.8 x 0.8 + 83 = 432.44
the % buff u will get always apply only to the basic movement speed of that champion, it will not buff the current value u have but that +12 increase instead of 12% might be bug
I confirmed this
No wonder I just got shat on. Rito pls.
Bump
No wonder........ I was like "where the f*** is my speed boost I don't even feel it" getting kited even after I have PD.
needs more attention +1
I would like to see a portion of the movement at all times with a boost when within 500 units along with the new 45% AS and moving through units at ALL TIMES. Then it isn't that far from how it is now but I might actually use it.
