Game breaking bug that allows any rank to fight with lvl 10 and even lower?

If you were to quickly look at that Gyazo link, you would see that Wotamin is a Gold V fighting lvl 10's and lower. This is a bug or a exploit. This makes no sense as to why Riot would make it purposefully that any rank can play with lvl 10's and even lower! This is very bad for the league community as this is discourging new players of coming, to note my friend said "Fuck this, if this is going to keep happening I'm done". Because this has happened more then once! This needs to be fixed immediately. I'm losing to many games because of this.

not a bug, if a level 30 queues with multiple low levels, it is more likely they will face other low levels.
