Cant enter provisionals from S5 to S4

So, I've been trying to get back into ranked, and I recently got demoted. Afterwards I was at 75 lp, and I won two more games to put me back to 100. HOWEVER, instead of being sent into provisionals, the next time I lost I lost lp as if I was never at 100. I should also add that after every ranked game in the end screen it never shows my earned lp, and only says "League info processing..." and never loads, and I never get the notification that Im sent into provisionals. I've reached 100 lp three times now and I still have the same problem. Is there a fix? I'd greatly appreciate it if my ranked efforts could actually be rewarded.
