Unable to Acquire Hextech Chests?

So It has been awhile since I've opened any Chests thru hextech crafting. Usually I don't pay much attention but it's always fun to open up chests when I get them, which isn't as often as I'd like given the wait timer between being eligible to loot them with that S- and above rank.

Well I've probably won my last 12ish/15 ranked games in the past few weeks, constantly finishing with some form of S rank (lots of S-, but at least several S or S+). None of these performances have netted me a Chest. I checked to see if I had a wait-timer, and I didn't.

"Chests available (4). Get an S- or higher by yourself or with your premade to earn chests"

I'm more accustomed to looking at that and seeing "you have a million weeks before you are eligible for your next chest", which is why I rarely pay attention. But it has been several months since I last opened a chest, in that time I've banked about 9 keys (actual keys, not fragments).

Has anyone run into this issue before? I should mention I ONLY play ranked formats. Did something change so that you can only acquire them in normals? Or is there something I'm missing..? Cheers guys!
