Guardian Angel Bug or Normal?

I encountered an issue with the Guardian Angel in game. The GA cooldown was over and it was not activating the passive the second it was over! It did activate after another 10 seconds of waiting! Or do I have to die after the CD is over in order to reactivate?!

I need an answer so I know if either is my fault ..or games fault!
