Chat Restriction isn't letting me talk AT ALL during games.

Recently, I was rightfully chat restricted for being toxic in-game. But now, I can't talk at all.

As you can see in the screen shot, after trying to make a call out, I get a message that says that my 'Next message is available at 04:00"

If you look in the top right, you can see it is now 22 minutes into the game, and I haven't been able to speak at all since it started. I always have 0/3 messages, and I always get a similar message when trying to communicate.

As far as I'm aware, this isn't intentional and even while chat restricted, I shouldn't be forbidden from ever speaking at all.
