[Client] Lag without ping then unable to reconnect

This has happened to me a few times now. Abput once every four games When the lag kicks in, my ping and fps stay the same and I can move my champion around the map. But instead of the walking animation, my champ just 'slides' around and also health bar doesnt change and I cant see any skill shots etc. I tried logging out and reconnecting but then on the loading screen I get stuck at 100% and there is nothing I can do until the game ends. I ve lost 2 games in my promos already and its rather annoying
