Attack Speed bug (Graves, or all champions?) [GAMEPLAY]

I just played a game, first game as any of the ADCs that have reworks, as Graves. I noticed that any attack speed item that i bought barely influenced my attack speed... with items that should've brought my attack speed to over 1.50, it was only 0.86 at the most.

That is intended for graves, it is listed as part of his changes.

I believe that the AS stat that is listed for Graves is actually the amount of time it takes for him to reload once he's out of ammo, and the reload time is only slightly reduced by his AS.

His base attack speed is 2/3 that of any other champion. Any increase will be 2/3 as effective.
