Not receiving lvl 6 tokens

I've hit s- or higher with Ahri on summoners rift (didn't see the rank on my match history, all I know is that it was at least s-. I might have a few more from last year but don't remember) and didn't see a token drop. No notifications after the game and no token in crafting in case I accidentally clicked past the notification before it showed. I'm not sure if its supposed to be a guaranteed drop or if its a chance drop, if its chance then I'm never going to get it because all RNGs make it their personal mission to screw me over lol. I've done some digging around and haven't found a suitable or answered post on this. I can see if it doesn't drop in ARAM/Rotating Game Modes or at the time you hit rank 5, but I've been rank 5 with Ahri for over a year and met the requirements. I'm a little frustrated but I can't find anything that says if its SUPPOSED to drop or MAY drop and need this clarified to see if I'm bugged or doomed to roll a set of dice that ->hate<- me. Personally, I would please like a response from a Riot employee or a link to a Riot response on another post that has the info I'm looking for, just wanting an answer that's as solid as Braums shield or Malphite when he charges me lol.
