[GAMEPLAY] Sion Decimating Smash (Q) Visual Indicator Bug

Sion's Q red outline indicator fails to fully appear when aimed up sets of stairs on Summoner's Rift. Specifically, the indicator is cut off as soon as it reaches the stairs. To produce this bug:

1. Play as Sion on Summoner's Rift.
2. Stand at the bottom of the fountain stairs or inhibitor turret stairs.
3. Aim Decimating Smash (Q) up the stairs and charge it. I have pictures showing examples. In both screenshots, the Q was charged long enough for the full red outline to appear. This bug could cause confusion for both the Sion player or the opponents.
