Unbalanced ARAM

Can RIOT make both teams balanced by the sense of if one team have five ranged people then both team have 5 ranged members? I like ARAM, but I do not like the game mode when every time i queue in the game i see the enemy team has at least 3 ranged members and my team only have two if that. It's unbalanced.
