Xin Q not knocking up[GAMEPLAY]

So it has happened 6 times to me and 3 other friends but when playing Xin and using his Q he does not knock up any minions,jungle creeps or champions. This has started happening since patch 5.3. Sometimes the knock up will work but 99% of the time do not expect a knock up to happen with his 3rd hit on active Q.
