[Gameplay] (I think) Team was not able to attempt to remake a game even though an ally was dc'd

Not really sure why this occurred but upon entering a ranked game on we noticed our ally lucian was disconnected. We played through laning phase to see if he would reconnect by the 3 minute mark, which he did not, so I typed /remake to start and remake vote. Once entered we were given an error message similar to "you can only submit a remake vote if one or more allies are dc'd" (I don't really remember the exact wording)
