Surrender vote box problem

I was playing a game as Ahri when one of my teammates started a vote to surrender after dying in a team fight. I was still alive and fighting and went to go try to use a smart cast skill shot, (my charm) at the vayne on the enemy team when the skill shot failed to go off and it resulted in my death. I further tested this when I was not in a fight and my team tried to surrender again. The result was the same as I moused over the surrender vote box and spammed my Q and E and neither went off. Would appreciate a fix on this if you can. Thanks.
