Very simple bug: Tooltip has incorrect information

Boots of Mobility are Tier 2 boots. All Tier 2 boots have a 45 base movement speed. However, the tooltip for Boots of Mobility claims that they only have 25 base movement speed (the same movement speed as the basic Tier 1 Boots of Speed).

I haven't used Boots of Mobility, but the other champs I see don't seem to be moving any slower than their teammates (who also have Tier 2 boots). I could be wrong, in which case this wouldn't be a bug, but something entirely different.

It isn't a bug. Boots of Mobility used to have the same base movement speed as the other tier 2 boots, but they were starting to get overused by junglers and supports alike. The base 25 move speed makes them a pain for combat.
