In game freezing since latest patch 8.15

Since the latest patch 8.15, every game between the 5-10 minute mark in game fps will suddenly drop to 0 and will freeze for a few seconds. After this point, the freezing rate of occurrence and duration will progressively get worse until the game is locked in this frozen state. Once frozen, I cannot alt tab out to use task manager to close the game and restarting is required. This occurs in all game modes, consistently every single game. This issue makes the game unplayable.

I had no issues before this patch, and the laptop I am playing on is more than capable of running the game: Windows 10 Home i7-8750H CPU @ 2.20GHz, OC to 4.1GHz 16GB RAM, 2x8GB, DDR4, 2666MHz GTX 1070 OC with 8GB GDDR5 256GB PCIe M.2 SSD + 1TB 7200RPM HDD (installed on the SSD)

I have tried updating all drivers (GeForce version 398.82 and all intel updates), running leagues repair function and reinstalling the game entirely. Nothing has changed, and the issue persists. I have no issues with any other games either.

I have seen multiple posts related to similar issues in the past but have searched all over the boards and have yet to find a solution. I have created a dump file during one of the affected games; let me know where to upload.

Currently I am playing league on an old beat up laptop with no freezing or any other issues: Windows 8.1 i7-4500U CPU @ 1.80GHZ 16GB RAM GeForce GT 750M 1TB 5400RPM HDD

Any ideas or solutions?

Since all the new hires including the worst, AKA Ghostcrawler, the game has been acting weird. RIOT has no clue, they just support them regardless of how much they are screwing up the game. Ghostcrawler makes his bosses money, ruining their game in the process. When he is finished, he will move on and screw up another game. IE, WoW.
