Outter Turret not working. [GAMEPLAY]

Well, I was Cait bottom with Janna and the enemy bot was Vel koz and Tristana. While our lane was pushing in, in an attempt to freeze the lane. I realized our turret wasn't attacking creeps. I asked janna if she could see it as well and she could. Not entirely sure how the bugged worked. But our turret was stasis the entire laning phase. Until we got to our inner turret where it started working again. The enemy finally realized it at about 8 mins and there was a 5 man gank on us with an in-operable turret.

Edit: To clarify it wasn't attacking creeps or players.

The only person who seems to have a video of the incident would be, "lalen" the shen from the enemy team. But, kinda weird and unsafe asking some stranger to send you a file over the internet.

The turret bug is definitely game breaking. Due to it not firing at enemy champions unless they attack an allied champion near turret range. The enemy team can let their creeps keep pushing while zoning you from farming and gaining experience. Edit: They can also set themselves up for an ideal engage while they are under turret to secure a kill, since it wont attack until they do.
