[CLIENT] Lag/Delays at night for users in Thailand

It would seem like there is a problem for many users in Thailand who play in the NA server at night

1. Enter a match
2. Delays or lag would suddenly occur, the MS number is usually below 300
3. Only happens during night time in Thailand
4. The delay really kicks in at 21:00 GMT+7, ranging from 5 sec abilities and mouse commands delay to the death screen appearing a few minutes after actually dying
5. When chatting with teammates or the enemy team outside of Thailand, they would say that they're playing fine
6. This issue makes playing at night in Thailand almost impossible, as you can't react in time
7. This issue also apply to custom matches as me and some of my friends tested it out.
