Sterak's Gage losing ad?
I was playing Garen when I bought steraks gage. Since I had already bought the long sword, my gains should have been 4 ad since 25% of his base ad is around 14. but I lost the 10 ad. Is this intended?

Yes, Sterak's does not carryover the flat AD from the long sword, just the 25% of base AD. So when you upgrade your AD will only go up by 4 over the current value (pre upgrade w/ longsword) on Garen, as it is -10 AD from long sword + 14 AD from Sterak's passive. At level 1 at least.
It doesn't carry over the 10 AD because upgrading will always be a buff to the AD over the long sword, so it is not necessary. Ori has the lowest base AD in the game with 40 AD at level 1, and 25% of that is conveniently 10 AD- but she will never buy Sterak's in the first place.

Just curious, where were you looking when you saw that you lost 10 AD? The reason is when you hover over your Attack Damage stat, it will show something like this: 76 (+X). The 76 part is your base AD and the X is your bonus AD.
Long Sword gives you +10 Bonus AD, so the AD it gives you will show up in the parentheses. Sterak's Gage gives you Base AD, so the AD it gives you will show up in the first part. Now, when you upgrade Long Sword into Sterak's Gage, the 10 Bonus AD from Long Sword is going to be converted to your Base AD, and because of this you'll notice a drop in your Bonus AD (the number in the parentheses) because that 10 AD is no longer Bonus AD, it is now a part of your Base AD.
EDIT: Nevermind. I played a game with Sterak's Gage, and noticed that you won't see the correct amount of AD you have unless you hover over your AD stat.
For some reason, sterak's won't show the bonus base ad unless you mouse over the ad stat. It's there though.
It happened to me too! While playing Sion in ARAM, I had the 9 offensive masteries plus AD from red-quints, had already bought Black Cleaver and while purchasing Sterak's Gage I saw my AD number drop! [I was looking at the AD to check the added benefit]. I tried to "undo" and re-purchase and it occurred again! I'am not sure if its just a number bug, i didn't check the damage i was dealing on creeps for example :/
