Riven ignores Jhin W snare while dashing, mark still visible while W is on cooldown

As a Jhin, I shot my W at a Riven killing my team's Ekko, attempting to snare her in place. Instead what happened was that the W did nothing but the damage to her shield. No snare. Not even removing the mark from her as it went on cooldown.
