Problems in draft pick in leading to 15 min ban

Was just wondering why whenever i enter a draft pick in normals i cant lock in. Every time i have tried to enter a game i keep on seeing nobody ban a champ until the timer has run down to zero, then i get a message saying i didnt lock in a pick or ban. Ive got a 15 min penalty as a result anyway to stop this?
