Those skills are "half colored" (sorry, i don't know how to say that in english) even when leveled up.

If you are talking of what I think you are talking about, this might be intended.

These abilities only have passive effects, and have the same color as they do if they were not leveled to reflect that even though the ability is learned there's only a passive effect on the ability, and therefore cannot be activated.

It was changed with the new HUD, i already wrote here but got no response. Could you provide source for what you said please? Just so i can get over with it.

I don't have a source for what I said, but I just remember that they've always been like that, at least since the new HUD was introduced.
