[Gameplay] [Visual] Passive ability like Gnar W, Vi W, Twisted Fate E are "half" colored.
Those skills are "half colored" (sorry, i don't know how to say that in english) even when leveled up.

If you are talking of what I think you are talking about, this might be intended.
These abilities only have passive effects, and have the same color as they do if they were not leveled to reflect that even though the ability is learned there's only a passive effect on the ability, and therefore cannot be activated.
