Movement Problems in game

I just downloaded the new patch a couple days ago and since then every time I am in game play I can't get my champion to move. I am able to use my skills and buy from the store. When i am able to get out of the base (which is very rare), I am able to recall. I anyone else having this problem? I have tried relogging and restarting my computer. I have also tried turning down the quality of the visuals. This is the first time I have ever had a problem like this.
