Shen's taunt not CCing enemies bug.

Hi I've been playing a lot of Shen lately and I've come across a pretty infrequent bug. About once or twice in every 6 or so games (though it did happen 3 times in one game), I will land a taunt on an enemy or enemies and the taunt animation (red circling around opponent's head) will play but the opponent won't actually be taunted. The opponent will walk in whatever direction they were walking or they will change directions. It is obvious that the taunt did not actually effect them. This is relatively rare but it has happened enough times to be an issue. I just wanted to bring it to Riot's attention. Please fix!
