Abilities and Summoner spells won't work on after summoners rift loads

I don't know what's causing it but it seems to be a repeating issue. About 40% of my games after I start my abilities and summoner spells won't work. I can type, chat, open menu's, but I can't use any abilities or in game inputs. The only way I've found to fix it is to reset my controls to default, then restart the client and 50% of the time fixes it. The other 50% it doesn't and I'm stuck playing a game with no abilities. Yes I've used the repair option twice. Still hasn't fixed the problem. I've check all my hardware and there is no problems. It's also the only game this happens. I don't know if this helps but sometimes if I press a spell key enough times it'll randomly go off, after about 40 clicks. I don't know whats causing it but I'm getting quite sick of it. I just wanna play the game not fight it.
