[GAMEPLAY] Abilities go on cooldown when they should have reset

Certain abilities will go on cooldown when they shouldn't be. Further showing it's bugged, the ability is on cooldown in the ability bar, but if you ping it, it says it's ready. I've had this happen across multiple champions who have abilities that are supposed to reset on a kill, but most notably on Darius.

I haven't gone into customs to try to recreate it, but it mostly seems to happen in RGM or ARAM.

To recreate attempt to execute someone with ultimate, but have an ally kill them before the animation finishes.
