You are temporally restricted from queue

Early today I was trying to play a game in Urf. I went into the queue for about 3 minutes and decided to quit it and try it again. This kept happening where I got 3-6 minutes waits and had no game. Now it says that i declined to manny games but the option for accepting or decling the game has never showed up. I was wondering why am i on low prio (I think it is but i never dogged or left any games recently). Also the wait time just keeps getting longer and i still am not able to join a queue?
