[GAMEPLAY] Can't change my ward skins

Hello, so for the past 2 weeks every time I go to join a game and try to change my ward skins the icon to change it isn't there. I've tried going on blind, draft and ranked but none of them work. I'm not sure if this is a common bug or if I was just a lucky guy but a little help would be appreciated.
