The timing in the banning system

I have a question thats frustrated me a lot over the time i've started playing league of legends: what the **** is up with the timing on the banning systems? At first i would wait for my ban time to pass, so i would watch a youtube video, but i started noticing that after a 4 minute youtube video the timer had only gone down by 1 minute. And so i started putting a timer as my ban timer started and noticed that when my timer was over, the ban timer still had 10 minutes left. This is happening as i write this, it was at 1 minute 2 minutes ago and now its at 30 seconds, i've sat there and watched the screen and seen it go by normally but whenever i dont look and just do something else it seems to halt. Please riot recode the ban timer as its getting increasingly frustrating.
