(Gameplay) Ashe Arrow Hit Box too large?? or is it Ziggs hit box thats off??

I'm curious how this arrow hits? I look to be a good two minions to the side. I know the arrow has a messed up(LARGE) hitbox but thats kinda crazy. Is it a bug on the arrow? or hitbox?
