[Yasuo] yasuo tornado E+Q with tornado = 0 dmg

I was playing game with so i was stacking Q then i want jump on enemy champion (0 dmg work with minions too) then i used E+Q with tornado and its dealed 0 dmg not always its deal 0 dmg its just bug (sry for bad english)

I have actually had this happen to me a few times, but I have not been able to figure out what the cause of it is. I have also noticed Yasuo e not dealing full damage, as well as his tornado not proc'ing statikk fully charged.
